Council Directs Staff to Start Drafting Official Community Plan and Plan for Further Engagement on Housing and Affordability

On Monday, December 6, District Council directed staff to proceed to draft an Official Community Plan (OCP) focused on agriculture and local food systems, marine and natural systems, climate action, healthy communities, and jobs and the local economy and to plan a public engagement process focused on housing and affordability. Feedback on the draft OCP will be solicited once reviewed by Council.

Council also asked that public engagement occurs about where a community gathering space for a permanent farmers market might be located in the district. Previous discussions had proposed exploring a location in Deep Cove. 

Staff will report back in the new year with an associated work plan, a public engagement plan for housing and affordability, and a revised budget for these tasks, including drafting the plan.  

Should Council in the new year direct staff to do this work, the project team will then begin drafting the OCP, initiate the engagement plan focused solely on housing and affordability, and then bring back to Council later in the year, the engagement summary on housing and affordability and a draft OCP (excluding housing and affordability).

An Official Community Plan, commonly referred to as an OCP, sets out the vision, goals, and objectives for future land use and development in a municipality and contains policies to achieve this vision. This broad, over-arching policy document provides guidance and direction on a variety of topic areas including land use, environmentally sensitive areas, agriculture, rural character, housing, transportation, parks, and infrastructure and community amenities.
