CRD Board Refers North Saanich Regional Context Statement Back to the District

At its meeting on October 8, 2025, the Capital Regional District (CRD) Board declined to accept the District of North Saanich’s Regional Context Statement (RCS), determining that it is not fully consistent with the Regional Growth Strategy’s (RGS) growth management concept and related policies. The Board has referred the matter back to the District for direction on next steps.

Among the options identified in the CRD staff report to achieve alignment with the RGS is the potential amendment of the RGS to adjust the Urban Containment Policy Area (UCPA) boundary to include portions of North Saanich identified in the District’s Official Community Plan for future residential densification, commonly referred to as Areas 1 and 2.

North Saanich Council will review the referral and the reasons provided by the CRD Board and will keep the public informed as the process moves forward. Council has also requested a presentation from CRD staff at a Special Committee of the Whole on November 3, 2025 to provide Council and the community with a clearer understanding of the CRD’s position on the matter.

The District remains firmly committed to preserving its rural character, maintaining working landscapes, and accommodating less than five percent of regional growth in accordance with the RGS. North Saanich does not support the expansion of the UCPA into the municipality.
